At the draw on 4 July 2025 in Bangkok, Thailand, fourteen teams will drawn into two groups of six. Teams from the same association may not be placed in the same group; as there are three Thai clubs in the group stage, a maximum of two of them can be placed in the same group, with one of them must be the title holders, Buriram United. The group stage will be a single round-robin format, with each team playing three home and three away fixtures. Initially, the top four teams from each group advancing to the quarter-finals. However, following the withdrawal of Indonesian teams, the quarter-finals were removed. Instead, only the top two teams will qualify for the semi-finals.

However, both teams declined to take part due to logistical issues. Liga Indonesia Baru then proposed sending Malut United and Persebaya, the third and fourth-placed teams of the 2024–25 Liga 1, but the proposal was rejected by the AFF.[5]
