The Operation Fortuna was an operation carried out by Peru's Special Intelligence Group against the terrorist organisation Tupac Amaru Revolutionary Movement. The operation resulted in the dismantling of the MRTA's Central School of cadres and key leaders.
Preliminary
On July 9, 1990, a group of terrorists belonging to the Tupac Amaru Revolutionary Movement escaped from the Castro Castro Prison. Among the escapees were Victor Polay Campos, leader of the MRTA; Alberto Galvez Olaechea, financier of the terrorist group; Lucero Cumpa Miranda, in charge of the militias and subversive commandos, among others. A total of 48 terrorists escaped from the prison.[1] Although the MRTA and Shining Path were Marxist organizations, both had differences between them: the first, the MRTA, was Marxist-Leninist akin to the tactics and strategies of Ernesto "Che" Guevara; the second, Shining Path, was Marxist-Leninist-Maoist akin to the tactics and strategies of Mao Zedong.
By 1990, the GEIN had developed two operations: Operation ISA and Operation Monterrico-90, and in January 1991, Operation Caballero. By early 1991, new agents were assigned to the GEIN, following evaluation. Around that time, Marco Miyashiro Arashiro also joined. Miyashiro, assuming the position of head of the GEIN due to his seniority, was in charge of the logistical and administrative leadership while Jiménez was in charge of the operational side; both worked together.[2]
Development
First actions
In parallel to Operation Seso, Operation Fortuna was developed. Because the GEIN had not participated in counterterrorism operations against the MRTA, Marco Miyashiro took over the operation. The operation began in March 1991 and followed the MRTA group led by Alberto Gálvez Olaechea, who, at that time, was in charge of the schools where terrorists were trained. A house was detected in Pueblo Libre where the MRTA operated.[3]
La Tormenta
On May 31, 1991, the order was given to "Que se desate la tormenta". The house located in Pueblo Libre was raided. Alberto Gálvez Olaechea, his partner Rosa Luz Padilla Baca, and other terrorists were arrested in the operation.[3]
Result
The Central School of MRTA cadres and key leaders were dismantled. Two tons of explosives, 5,000 rounds of ammunition, supplies, propaganda, MRTA documents, training manuals and weapons were seized.[3] Once Operation Fortuna was completed, Operation Ancón was completed.
